The Local Government Transparency Code 2015 applies to Hythe Town Council because it is classified as a larger local council. Larger local councils must publish on their websites:

Hythe Town Council owns and manages a small chargeable car park at Portland Road, Hythe. The income goes into the council’s general fund and is not ring-fenced. The funds are used for projects including grass cutting, provision of toilets for car boot sales, maintaining the boundaries and general maintenance of Hythe Green. There were 53 total off-street chargeable managed spaces for financial years 2016/2017 to 2018/2019.
